Quick answer
To earn ad revenue on YouTube in October 2026, you need to join the YouTube Partner Program (YPP) with 1,000 subscribers plus either 4,000 qualified public watch hours in the last 12 months or 10 million qualified Shorts views in the last 90 days. A lower tier opens at 500 subscribers for fan funding and Shopping, but it does not pay ad revenue. You must also follow YouTube's monetization policies, live in a supported country (India is one), have no active Community Guidelines strike, turn on 2-Step Verification and link one AdSense for YouTube account.
- Fan funding tier: 500 subscribers, 3 public uploads in 90 days, and 3,000 watch hours in 12 months or 3 million Shorts views in 90 days
- Full YPP (ads): 1,000 subscribers and 4,000 watch hours in 12 months or 10 million Shorts views in 90 days
- From 1 February 2027: new applicants need 8,000 watch hours or 20 million Shorts views for full YPP
- Shorts: creators keep 45% of their share of the Shorts Creator Pool
- Biggest risk: reused and "inauthentic" (mass-produced) content is not monetized
Key takeaways
- There are two doors into YPP. The 500-subscriber door gives memberships, Super Chat, Super Thanks and Shopping. The 1,000-subscriber door adds ad and YouTube Premium revenue.
- Numbers are not enough. A reviewer checks your channel against the monetization policies before you are accepted.
- The rules tighten on 1 February 2027. New applicants face doubled thresholds, and every partner needs 10 million Shorts views in 90 days to earn from the Shorts Creator Pool.
- Original work is the safest strategy. Reused clips and templated, mass-produced videos are the most common policy problems.
- AI is allowed, but disclose realistic AI content. Disclosure alone does not reduce your reach or your eligibility to earn.
1. What are YouTube monetization rules?
Short answer: They are the thresholds, policies and terms you must meet to earn money from your channel. They come from the YouTube Partner Program, the channel monetization policies, the advertiser-friendly guidelines, AdSense policies and the Community Guidelines.
Hitting 1,000 subscribers is only the first gate. YouTube checks your numbers, then reviews whether your whole channel follows its policies, and it keeps reviewing after you join. Break a policy and you can be rejected, or later lose ads on one video or the whole channel.
This guide covers the rules only. To see what a monetized channel can earn, read our guide on YouTube income per 1000 views. For income outside YPP, such as sponsorships, see how to earn money from YouTube.
2. YouTube Partner Program eligibility in 2026
Short answer: YPP has two entry levels. The fan funding level needs 500 subscribers. The full level, which includes ad revenue, needs 1,000 subscribers plus 4,000 watch hours in 12 months or 10 million Shorts views in 90 days.
These are the thresholds for anyone who applies before 1 February 2027, as listed on the YouTube Partner Program overview (YouTube Help, October 2026):
You need the subscriber count plus one option, long-form or Shorts, not both. YouTube Help lists India among the countries where you can join.
What counts as "qualified"
For the long-form route, YouTube does not count watch hours from private, unlisted or deleted videos, ad campaigns, Shorts in the Shorts Feed, or unlisted or deleted live streams that were not converted into a regular video. For the Shorts route, views from private, unlisted and deleted Shorts, ad campaigns and Image Posts are not counted. So paying for ads to boost your numbers will not help you qualify. If you are still far from these numbers, our guide on how to grow a YouTube channel covers honest ways to get there.
3. New YouTube monetization rules from 1 February 2027
Short answer: From 1 February 2027, new applicants for full YPP need 1,000 subscribers plus 8,000 qualified watch hours in 365 days or 20 million qualified Shorts views in 90 days. Creators already in YPP keep their status, but new Shorts and activity rules apply to all partners.
YouTube announced these changes on its Official Blog on 10 August 2026. The details are on the YouTube Help page on YPP updates (October 2026).
The new active channel rule
A channel counts as active if it meets any one of these (YouTube Help, October 2026):
- 1,000 qualified watch hours in the past 365 days
- 1 million qualified Shorts views in the last 90 days
- 2 long-form videos or 5 Shorts uploaded every 90 days
A channel that falls below all three gets an extended 90-day window to restore active status through watch hours or Shorts views.
What this means for you
- Close to 4,000 watch hours now? Try to qualify and apply before 1 February 2027, because the bar for new applicants doubles after that.
- Already in YPP? You keep your place. Accept the new terms by 31 January 2027. YouTube says not accepting does not remove you from YPP, but earnings from the affected features stop from 1 February 2027 until you accept.
- Depend on Shorts income? If you fall below 10 million Shorts views in 90 days, you stay in YPP and keep long-form earnings. Shorts sharing restarts when you cross the threshold again.
4. Basic requirements before you apply
Short answer: Besides the numbers, you must follow the monetization policies, live in a YPP country, have no active Community Guidelines strike, turn on 2-Step Verification, have access to advanced features and link one AdSense for YouTube account.
YouTube Help (October 2026) lists these minimum requirements:
- Follow the YouTube channel monetization policies (section 7).
- Live in a country or region where YPP is available. India is included.
- Have no active Community Guidelines strikes.
- Turn on 2-Step Verification for the Google Account that owns the channel.
- Have access to advanced features on YouTube.
- Have one active AdSense for YouTube account linked to your channel, or create one in YouTube Studio during the application.
AdSense is how Google pays you. YouTube Help says a new AdSense for YouTube account should be created inside YouTube Studio. Use your real legal name and correct postal address, because Google may ask you to verify your identity and address before it releases payments.
5. How to apply for YouTube monetization step by step
Short answer: Open YouTube Studio, click Earn, select Apply now, accept the Base terms, link AdSense for YouTube and wait for review.
The steps from YouTube Help (October 2026):
- Sign in to YouTube.
- Click your profile picture and open YouTube Studio.
- Click Earn in the left menu.
- Select Apply now.
- Review and accept the Base terms.
- Set up a new AdSense for YouTube account or link an existing one.
- Once submitted, the Get reviewed step shows "In progress".
After approval, you accept modules for each income stream: the Watch Page Monetization Module for ads on long videos, the Shorts Monetization Module for Shorts Feed ads, and the Commerce Product Module for fan funding features.
6. Review time, rejection and reapplying
Short answer: YouTube says you typically get a decision in about one month. If rejected, you can appeal within 21 days or reapply after 30 days. After a second rejection, or if you have already reapplied once, you wait 90 days.
Reviews can take longer than a month when volumes are high, systems have issues or your channel needs more than one review (YouTube Help, October 2026). Appeal only if you honestly believe the reviewer made a mistake. Otherwise, use the 30 days to fix the problem and keep uploading original content.
What reviewers look at
Reviewers cannot watch every video. According to YouTube Help (October 2026), they focus on:
- Your channel's main theme
- Your most viewed and newest videos
- Videos with the biggest share of watch time
- Titles, thumbnails and descriptions
- Your channel's About section
So one misleading thumbnail on your most popular video can hurt you more than a weak old video nobody watches.
7. YouTube channel monetization policies
Short answer: Your whole channel must follow the Community Guidelines, Terms of Service, copyright rules, AdSense policies, advertiser-friendly guidelines, and the reused and inauthentic content rules. Breaking them can cost you earnings or your place in YPP.
The YouTube channel monetization policies (YouTube Help, October 2026) also include Shorts policies, Commerce Products policies for fan funding, and creator integrity rules. Those rules ban fake engagement and ban creating new channels to get around a past restriction.
Reused content
Reused content means material already online that you repurpose without adding significant commentary, meaningful changes, or educational or entertainment value. YouTube judges this across your whole channel.
YouTube says permission from the original creator does not make reused content eligible. Copyright permission and monetization eligibility are separate checks.
Inauthentic content (formerly repetitious content)
On 15 July 2025, YouTube renamed its "repetitious content" policy to "inauthentic content". It covers content that is repetitive, mass-produced, or made from a template so that videos feel interchangeable. Examples that are not allowed include low-value repeated content, templated stories with the same ending, image slideshows or scrolling text with little value, and AI content made from generic templates without your own perspective. Shared intros and outros are fine when the main content differs, and so is a series where each episode has its own storyline.
This matters for faceless "automation" channels. Our guide on YouTube automation explains where the policy line sits.
What happens if you break the rules
YouTube Help (October 2026) lists these actions: earnings withheld or adjusted, with payments delayed by up to 90 days during an investigation; limited or no ads on individual videos; suspension or permanent removal from YPP; and, in exceptional cases, channel termination. YouTube says it will tell you in writing and explain your options.
8. Advertiser-friendly content guidelines
Short answer: These guidelines decide whether each video earns full ad revenue, limited ad earnings or no ad earnings. They cover topics such as bad language, violence, adult content, shocking content, drugs, firearms, hate, controversial issues and sensitive events.
The guidelines also cover harmful acts, enabling dishonest behaviour, content for kids and families, incendiary and demeaning content, and tobacco (YouTube Help, October 2026). If most of your channel is unsuitable for advertisers, or you repeatedly break the guidelines seriously, YouTube may turn off ads for the whole channel.
When you upload, YouTube Studio asks you to rate your video through a short self-certification questionnaire. Answer honestly. If an automated decision limits ads and you think it is wrong, you can request a human review. Since 10 March 2025, videos under check, including private videos, may get a human review, and decisions may take up to 24 hours. A practical habit is to upload as private first, let checks finish, then publish.
9. AI content and disclosure rules
Short answer: You can monetize AI-assisted videos if they are original and add value. You must disclose realistic AI-generated or meaningfully altered content with the "AI use" setting in YouTube Studio. Disclosure alone does not affect reach or earnings.
The altered or synthetic content disclosure rules (YouTube Help, October 2026) say you must disclose realistic content that:
- Makes a real person appear to say or do something they did not
- Changes footage of a real event or place
- Creates a realistic scene that never happened
- Uses AI-generated music as the main focus of the video
You do not need to disclose clearly unrealistic content such as animation, minor edits such as beauty filters or colour correction, AI used for scripts, titles, thumbnails or captions, or cloning your own voice for voice-overs.
YouTube says disclosing AI content alone will not limit a video's audience or its eligibility to earn money. Creators who repeatedly fail to disclose may get a label added, have content removed or be suspended from YPP. Remember that a disclosed AI video can still fail the inauthentic content policy if it is generic and templated.
10. YouTube Shorts monetization rules
Short answer: Shorts earn from ads shown between Shorts in the Shorts Feed. YouTube pools that revenue, sets aside money for music licensing, then shares the Creator Pool by engaged views. Creators keep 45% of their allocation.
Here is how the Shorts monetization policy works (YouTube Help, October 2026):
- Revenue is pooled. Each month, ad revenue from the Shorts Feed is added together.
- Music is paid for. A Short with no music sends all its share to the Creator Pool. One music track sends half, and two tracks send one third.
- The Creator Pool is shared by each creator's share of engaged views in each country. Using music does not reduce your allocation.
- You keep 45% of your allocation, whether or not you used music.
YouTube's own illustration: if the Creator Pool were $90,000 and your Shorts had 1% of eligible engaged views, your allocation would be $900 and you would keep $405. This explains the method and is not a typical earning. For real-world ranges, see YouTube income per 1000 views.
Shorts rules you must know
- Accept the Shorts Monetization Module. Views before you accept it do not earn.
- Unedited clips from movies or TV, re-uploads and compilations without original content do not earn.
- Views from bots, and views of Shorts that break advertiser-friendly rules, do not count.
- Shorts longer than one minute with a Content ID claim are blocked from monetization.
- YouTube pays creators 45% of the net Premium revenue allocated to their Shorts.
- From 1 February 2027, you need 10 million qualified Shorts views in the last 90 days to earn from the Creator Pool for a month. The window ends on the 15th of the previous month.
11. Ways to earn inside the YouTube Partner Program
Short answer: Inside YPP you can earn from long-form ads, Shorts Feed ads, YouTube Premium, channel memberships, Super Chat, Super Stickers, Super Thanks and Shopping. Some unlock at 500 subscribers and some need the 1,000-subscriber tier.
Each feature has extra rules. For example, memberships and Super Chat are not available on content set as made for kids, and you must live in a supported location. India is listed for both.
The February 2027 update also expands YouTube Premium Lite to every country where Premium is available. Creators will share a pool of 60% of net Premium Lite revenue and 30% of net Premium revenue (YouTube Help, October 2026).
12. Common reasons for rejection and demonetisation
Short answer: Most rejections and demonetisations come from reused content, templated or mass-produced content, Community Guidelines strikes, misleading metadata or fake engagement. These are policy problems, so more subscribers will not fix them.
Based on YouTube's published policies, these patterns cause the most trouble:
- Reused content: movie or match clips, or re-uploads from other platforms, without your own commentary
- Inauthentic content: many near-identical videos made from the same template
- AI slideshows: stock images with a robotic voice and no original perspective
- Misleading metadata: titles or thumbnails that promise what the video does not deliver
- Active strikes: an active Community Guidelines strike blocks you from YPP
- Fake engagement: bought subscribers or views, or sub4sub groups
Video-level vs channel-level demonetisation
A "limited ads" status on one video means it does not fully meet the advertiser-friendly guidelines. Edit the risky part, title or thumbnail, and request a human review if you think the system is wrong. Removal from YPP affects the whole channel and usually follows reused or inauthentic content or repeated serious violations. YouTube says creators who lose monetization cannot use another channel to get around it.
To fix a rejected channel, read YouTube's email for the named policy, check your most viewed and newest videos first, remove or fix what breaks the policy, and upload clearly original videos before you reapply.
13. AdSense payments and tax basics for Indian creators
Short answer: YouTube pays you through AdSense for YouTube once your balance crosses the payment threshold. Google may withhold U.S. tax on earnings from U.S. viewers only, and Indian creators who claim the treaty benefit are shown a 15% rate in YouTube's example.
AdSense finalizes the previous month's earnings early in the following month. Once your balance crosses your currency's payment threshold and your identity, address and bank details are verified, Google issues the payment. Check your exact threshold on your AdSense for YouTube payments page.
The U.S. tax requirements page (YouTube Help, October 2026) explains:
- Creators outside the U.S. may have 0% to 30% withheld on earnings from U.S. viewers only. This covers ads, Premium, Super Chat, Super Stickers, Super Thanks and memberships.
- Without U.S. tax info, individual accounts face backup withholding of 24% of total worldwide earnings.
- YouTube's India example: on $1,000 of total earnings with $100 from U.S. viewers, no tax info means $240 withheld. With tax info and the treaty benefit, it is $15.
You submit tax info in AdSense for YouTube under Payments, Payments info, Manage settings, then United States tax info. This is general information from Google's pages, not tax advice. Speak to a chartered accountant about your Indian income tax position once you start earning.

Frequently asked questions
What are the YouTube monetization rules in 2026?
To earn ad revenue you need 1,000 subscribers plus 4,000 qualified watch hours in 12 months or 10 million qualified Shorts views in 90 days. You must also follow the monetization policies, live in a supported country such as India, have no active strikes, use 2-Step Verification and link one AdSense for YouTube account.
How many subscribers do I need to get monetized on YouTube?
You need 500 subscribers for the fan funding and Shopping tier and 1,000 subscribers for full YPP with ad revenue. Subscribers alone are not enough. Each tier also needs watch hours or Shorts views, and YouTube reviews your channel against its policies before approval.
What is the 500 subscriber monetization rule on YouTube?
It is the fan funding tier of YPP. You need 500 subscribers, three public uploads in the last 90 days, and either 3,000 watch hours in 12 months or 3 million Shorts views in 90 days. It unlocks memberships, Super Chat, Super Thanks and Shopping, but not ad revenue.
How many watch hours are required for YouTube monetization?
Full YPP currently needs 4,000 qualified public watch hours in the last 12 months, and the 500-subscriber tier needs 3,000. Shorts, private, unlisted or deleted videos and paid ads do not count. From 1 February 2027, new full YPP applicants need 8,000 watch hours in 365 days.
What are the YouTube Shorts monetization requirements?
You can join full YPP with 1,000 subscribers and 10 million qualified Shorts views in 90 days, or the fan funding tier with 500 subscribers and 3 million Shorts views. To earn from Shorts Feed ads, accept the Shorts Monetization Module. Views before you accept it do not earn.
How does YouTube Shorts revenue sharing work?
YouTube pools ad revenue from the Shorts Feed, sets aside money for music licensing, and shares the Creator Pool by each creator's share of engaged views. Creators keep 45% of their allocation whether or not they used music. Your amount depends on your share of views and that month's revenue.
What are the new YouTube monetization rules for 2027?
From 1 February 2027, new applicants need 1,000 subscribers plus 8,000 watch hours in 365 days or 20 million Shorts views in 90 days. Existing partners keep their status, but need 10 million Shorts views in 90 days to earn from the Creator Pool and must accept updated terms by 31 January 2027.
Will I lose monetization if I am already in YPP before 2027?
No. YouTube says the higher entry thresholds do not affect creators already in YPP. Accept the updated terms in YouTube Studio by 31 January 2027, or earnings from the affected features stop from 1 February 2027 until you accept. You also need to meet the new active channel rule.
What is the YouTube active channel rule from 2027?
A channel is active if it has 1,000 qualified watch hours in 365 days, 1 million qualified Shorts views in 90 days, or uploads two long videos or five Shorts every 90 days. A channel that falls below these gets an extended 90-day window to restore active status.
How long does YouTube take to review a monetization application?
YouTube says you typically get a decision in about one month. It can take longer when there are many applications, system issues, or your channel needs more than one review. While YouTube checks your channel, the Get reviewed step in the Earn section shows "In progress".
What happens if my YPP application is rejected?
You can appeal within 21 days if you believe the decision was wrong, or reapply after 30 days. Use that time to fix or remove videos that break the named policy and to upload original content. After a second rejection, you must wait 90 days before applying again.
Why was my YouTube channel rejected for reused content?
Reused content means material already online that you repurpose without significant commentary, changes or value. Compilations and re-uploaded clips are common causes, and permission from the original creator does not make them eligible. Add your own voice and analysis, remove weak videos, and reapply after 30 days.
What is the inauthentic content policy on YouTube?
Since 15 July 2025, inauthentic content is the new name for YouTube's repetitious content policy. It covers repetitive, mass-produced or templated videos that feel interchangeable, including low-value slideshows and generic AI content. Shared intros or a series with a different storyline in each episode are still allowed.
Can I monetize AI-generated videos on YouTube?
Yes, if the videos are original and add real value. Generic AI content made from templates without your own perspective breaks the inauthentic content policy. Disclose realistic AI content with the "AI use" setting. YouTube says disclosure alone does not limit reach or affect your eligibility to earn.
Do I need to disclose AI content on YouTube?
Disclose realistic content that shows real people saying or doing things they did not, alters real events or places, creates realistic scenes that never happened, or uses AI music as the main focus. You do not need to disclose unrealistic animation, beauty filters, colour fixes, or AI used for scripts or thumbnails.
What are advertiser-friendly content guidelines?
They are YouTube's rules for which videos can show ads. They cover topics such as bad language, violence, adult content, shocking content, drugs, firearms, hate and sensitive events. Each video earns full ad revenue, limited ad earnings or no ad earnings, and you can request human review.
Why does my YouTube video show limited ads?
Limited ads means YouTube found that the video does not fully meet the advertiser-friendly guidelines. The cause can be the content, title, thumbnail or description. Edit what is risky and request a human review if you think the decision is wrong. Uploading privately first lets checks finish early.
Is YouTube monetization available in India?
Yes. YouTube lists India as a country where you can join the YouTube Partner Program, including the 500-subscriber fan funding tier. Channel memberships and Super Chat are also available to eligible Indian creators. You still need to meet every threshold and policy rule before approval.
Do I need AdSense for YouTube monetization?
Yes. You need one active AdSense for YouTube account linked to your channel, and YouTube recommends creating a new one inside YouTube Studio during your application. Use your real legal name and correct address, because Google may ask you to verify them before releasing payments.
Do Indian YouTubers pay US tax on YouTube earnings?
Google may withhold US tax only on earnings from US viewers. With tax info and the India and US treaty benefit, YouTube's example shows 15% of US viewer earnings. Without tax info, individuals may face backup withholding of 24% of total worldwide earnings. Indian income tax is separate.
Can I get monetized with only YouTube Shorts?
Yes. You can qualify for full YPP with 1,000 subscribers and 10 million qualified Shorts views in 90 days, or the fan funding tier with 500 subscribers and 3 million Shorts views. From 1 February 2027, new full YPP applicants need 20 million Shorts views in 90 days.
Do Shorts views count towards the 4,000 watch hours?
No. Watch hours from Shorts in the Shorts Feed do not count towards the long-form watch hour threshold. Shorts have their own route based on qualified Shorts views in the last 90 days. Shorts can still bring subscribers who later watch your long videos.
Can a channel be demonetised after joining YPP?
Yes. YouTube keeps reviewing monetized channels. It can limit ads on single videos, withhold or delay earnings during an investigation, suspend or remove a channel from YPP, and in exceptional cases terminate it. Creators who lose monetization cannot use another channel to get around it.
Can I buy subscribers or watch hours to get monetized faster?
No, and it can get you rejected or removed. Fake engagement breaks YouTube's creator integrity rules, and bot views do not count as qualified views. Paid ad campaigns also do not count towards thresholds. Grow with original content and honest promotion instead.
