Quick answer
A Scrum Master coaches a self-managing Scrum team so that Scrum works well, while a Project Manager plans, directs and controls a project to deliver an agreed scope on time and within budget. The Scrum Master leads by serving and has no authority over the team's tasks. The Project Manager usually owns the plan, the budget, the schedule and the risks, and reports progress to sponsors. Scrum Masters work inside Scrum. Project Managers work in Waterfall, agile or hybrid projects.
- Focus: the Scrum Master improves how the team works; the Project Manager delivers the project's goals
- Authority: the Scrum Master has influence, not command; the Project Manager often has formal authority
- Method: Scrum only, versus any method including Waterfall and hybrid
- Certifications: CSM, PSM I or SAFe Scrum Master, versus PMP or PRINCE2
- Pay in India: AmbitionBox shows similar averages for both roles, with different experience bands (October 2026)
Key takeaways
- The Scrum Guide 2020 does not include a Project Manager role. It defines only three accountabilities: Developers, Product Owner and Scrum Master.
- A Scrum Master's success shows in a healthy, improving team. A Project Manager's success shows in scope, time, cost and quality.
- Many Indian IT projects are hybrid, so both roles often work side by side on the same programme.
- The skills overlap a lot: communication, stakeholder work, risk spotting and facilitation all matter in both.
- Switching is common in both directions, but each move needs a real mindset shift.
1. What is a Scrum Master?
Short answer: A Scrum Master is accountable for establishing Scrum as the Scrum Guide defines it and for the Scrum Team's effectiveness. The role coaches, facilitates and removes impediments rather than managing tasks.
The Scrum Guide 2020 (scrumguides.org, October 2026) describes three groups of service:
- To the Scrum Team: coaching self-management and cross-functionality, keeping focus on high-value Increments that meet the Definition of Done, removing impediments, and making sure Scrum events happen, stay productive and stay within the timebox.
- To the Product Owner: helping with techniques for defining the Product Goal and managing the Product Backlog, and helping set up empirical product planning.
- To the organisation: leading, training and coaching Scrum adoption, and removing barriers between stakeholders and Scrum Teams.
The guide calls Scrum Masters "true leaders who serve the Scrum Team and the larger organization." That servant-leader idea is the single biggest difference from a traditional Project Manager. For the full role, read our guide on what a Scrum Master is.
2. What is a Project Manager?
Short answer: A Project Manager is responsible for delivering a project's objectives. They plan the work, build the schedule and budget, manage risks and issues, coordinate people and vendors, and report progress to sponsors and stakeholders.
A project is temporary work with a start, an end and a defined goal, such as launching a new banking app, migrating a data centre or rolling out an ERP system. The Project Manager owns the plan for getting there. Typical duties include:
- Defining scope with sponsors and writing a project charter
- Breaking work into tasks and building a schedule
- Estimating and tracking the budget
- Managing risks, issues, dependencies and changes
- Coordinating team members, other departments and vendors
- Reporting status to leadership and steering committees
- Closing the project and capturing lessons learned
Project Managers work in many methods. In Waterfall, they plan most of the work upfront. In agile or hybrid setups, they may coordinate several teams, manage budgets and contracts, and handle governance while Scrum teams deliver in Sprints.
3. Scrum Master vs Project Manager: comparison table
Short answer: The two roles differ most in authority, focus and method. The Scrum Master serves a self-managing team inside Scrum. The Project Manager directs a project to agreed outcomes using whatever method fits.
The salary row uses AmbitionBox figures from October 2026. Section 9 explains why the two averages are not a perfect comparison.
4. The key differences explained
Short answer: The big differences are who holds authority, what each role is measured on, and which method each works in. Everything else follows from these three.
Authority and control
A Project Manager usually holds formal authority. They can assign tasks, approve changes and escalate issues. A Scrum Master has no authority over the team's work. The Scrum Guide says the Developers create the plan for the Sprint, and that the team is self-managing, deciding who does what, when and how. The Scrum Master influences through coaching and facilitation.
Focus: process versus project
The Scrum Master looks inward at how the team works: Are events useful? Are blockers removed? Is the team improving each Sprint? The Project Manager looks at the project as a whole: Will we deliver the agreed scope? Are we within budget? What risks could stop us?
Methodology
A Scrum Master role exists because a team uses Scrum. A Project Manager role exists because there is a project, and the method can be anything. That is why Project Managers appear in construction, government and infrastructure as well as IT, while Scrum Masters are mostly found in software and product teams.
Planning and scope
In Scrum, scope is flexible. The Product Owner orders the Product Backlog, and the team pulls work into each Sprint. In traditional project management, scope is defined early and changes go through a change control process. In Scrum, the Product Owner, not the Scrum Master, is accountable for maximising the value of the product. If you are curious how the Scrum Master and Product Owner split their work, read our guide on Scrum Master vs Product Owner.
Reporting
Project Managers write status reports, RAG dashboards and steering committee updates. Scrum Masters prefer transparency: the Sprint Backlog, the Increment and the Sprint Review let stakeholders see real progress directly. In practice, many Scrum Masters in India still prepare reports from Jira, but the intent is to make work visible, not to control the team.
5. Where the two roles overlap
Short answer: Both roles remove obstacles, communicate with stakeholders, spot risks early and help people work together. The difference is that a Scrum Master does it to support a self-managing team, while a Project Manager does it to drive the project plan.
Common ground between the roles:
- Removing blockers: a Scrum Master removes impediments; a Project Manager resolves issues. Both chase dependencies with other teams.
- Stakeholder communication: both keep stakeholders informed and manage expectations.
- Facilitation: both run meetings and workshops, and both need to keep them focused.
- Risk awareness: both spot problems early. The Project Manager formally logs and manages risks; the Scrum Master raises them through transparency and the events.
- Tools: both often use Jira, Confluence and Microsoft Teams.
- Soft skills: listening, conflict handling, negotiation and clear writing matter in both.
This overlap is why many people move between the roles, and why some job descriptions in India mix them together.
6. Scrum Master and Project Manager in hybrid projects
Short answer: In hybrid projects, the Project Manager usually handles budget, contracts, governance and cross-team milestones, while Scrum Masters help each delivery team run Scrum well inside that frame.
Many Indian IT services projects are hybrid. A client may sign a fixed contract with milestones, while the delivery teams work in Sprints. Here is a typical split:
Common problems in hybrid setups
- Double reporting: the team updates Jira and also fills separate status templates. Agree on one source of truth.
- Command and control creeping in: a Project Manager assigns tasks inside the Sprint. The Scrum Master should coach everyone on self-management.
- Fixed scope with Sprints: if scope is locked, the Product Backlog cannot be reordered. Work with the Product Owner and Project Manager to agree where flexibility exists.
- One person doing both: some companies ask one person to act as both. This can work on small teams, but the person must be clear about which hat they are wearing.
7. Certifications: CSM and PSM vs PMP
Short answer: Scrum Masters usually hold CSM, PSM I or SAFe Scrum Master. Project Managers usually hold PMP or PRINCE2. PMI also offers the PMI-ACP for agile practitioners.
Scrum Master certifications
- CSM (Scrum Alliance): a 16-hour course with a Certified Scrum Trainer, usually over 2 to 3 days, followed by a 50-question, one-hour test with a pass mark of 37 out of 50. The course fee includes two test attempts, and trainers set prices from $250 to $2,495 USD (Scrum Alliance, October 2026).
- PSM I (Scrum.org): no course required, and the assessment costs $200 per attempt (Scrum.org, October 2026). That is about ₹19,000 at the Wise mid-market rate of about ₹95 per dollar on 22 October 2026.
- SAFe Scrum Master (Scaled Agile): aimed at teams in organisations that use the Scaled Agile Framework.
Project Manager certifications
- PMP (PMI): the most widely recognised project management certification. It needs project management experience and training hours before you can apply. Check current eligibility rules and fees on pmi.org, because PMI updates them.
- PRINCE2: popular with government and European clients. It focuses on a structured, stage-based approach.
- CAPM (PMI): an entry-level option for people new to project management.
- PMI-ACP: PMI's agile certification. It suits Project Managers moving into agile work. Check current fees and eligibility on pmi.org.
If you are planning the PMP route, our PMP certification course in Hyderabad page explains the training options.
Which certification should you get?
- Aiming for a Scrum Master role: start with CSM or PSM I.
- Aiming for a Project Manager role: work towards PMP once you have the required experience.
- Working in hybrid projects: one of each is a strong combination over time.
8. Skills compared
Short answer: Scrum Masters lean on coaching and facilitation. Project Managers lean on planning, budgeting and governance. Both need strong communication and stakeholder skills.
9. Salary: Scrum Master vs Project Manager in India
Short answer: AmbitionBox shows broadly similar average pay for Scrum Masters and Project Managers in India, but the two pages use different experience bands, so treat them as a rough guide, not an exact match.
Here is what AmbitionBox reported when we checked in October 2026:
The Scrum Master figures come from the AmbitionBox Scrum Master salary page and the Project Manager figures from the AmbitionBox Project Manager salary page, both updated on 22 October 2026.
What this means for you:
- Neither role is clearly "better paid" on average. Experience, company, city and domain matter more than the title.
- Project Manager is a much larger job category in India, with far more salaries reported, because it spans every industry.
- Scrum Master pay grows with experience. AmbitionBox shows ₹10.7 lakh to ₹11.9 lakh for 3 to 6 years and ₹20 lakh to ₹22.1 lakh for 12 or more years (October 2026).
10. Switching between the roles
Short answer: Project Managers can become Scrum Masters by learning Scrum deeply and letting go of command and control. Scrum Masters can become Project Managers by building planning, budgeting and governance skills, often supported by PMP.

11. Which role suits you?
Short answer: Choose Scrum Master if you enjoy coaching people, facilitating discussions and improving how a team works. Choose Project Manager if you enjoy planning, owning outcomes, managing budgets and coordinating many parties.
Ask yourself these questions:
Neither choice is permanent. Many professionals in India do both over a career, and the combination of agile and project management skills is valuable in hybrid organisations.

Frequently asked questions
What is the main difference between a Scrum Master and a Project Manager?
A Scrum Master coaches a self-managing Scrum team so that Scrum works well, while a Project Manager plans, directs and controls a project to deliver agreed scope on time and within budget. The Scrum Master leads through influence and has no authority over tasks. The Project Manager usually has formal authority over the plan and resources.
Is a Scrum Master the same as a Project Manager?
No. They are different roles with different goals. A Scrum Master focuses on team effectiveness and the correct use of Scrum. A Project Manager focuses on delivering a project's scope, schedule, budget and quality. Some companies combine them, but the Scrum Guide does not define a Project Manager role at all.
Does Scrum have a Project Manager role?
No. The Scrum Guide 2020 defines only three accountabilities: Developers, Product Owner and Scrum Master. Planning is shared: the Product Owner orders the Product Backlog and the Developers plan their Sprint. In larger organisations, Project Managers may still work around Scrum teams on budgets, contracts and governance.
Who has more authority, a Scrum Master or a Project Manager?
A Project Manager usually has more formal authority. They can assign tasks, approve changes and control the plan. A Scrum Master has no authority over the team's work, because Scrum teams are self-managing. The Scrum Master leads through coaching, facilitation and removing impediments, which the Scrum Guide calls being a true leader who serves.
Who earns more in India, a Scrum Master or a Project Manager?
On AmbitionBox in October 2026, the averages were close: ₹17.4 lakh a year for Scrum Masters at 5 years of experience and ₹18 lakh a year for Project Managers at 4 years. The pages use different experience bands, so experience, company and city matter more than the title.
Can a Project Manager become a Scrum Master?
Yes, and it is a common move. Learn the Scrum Guide deeply, earn CSM or PSM I, and practise facilitating Scrum events. The hardest part is the mindset change: you stop assigning tasks and controlling the plan, and instead coach a self-managing team and remove its blockers.
Can a Scrum Master become a Project Manager?
Yes. Scrum Masters already have strong facilitation, stakeholder and problem-solving skills. To move into project management, learn scheduling, budgeting, contracts and formal risk management, take on release or cross-team coordination work, and consider PMP once you meet PMI's experience requirements.
Can one person be both Scrum Master and Project Manager?
Some companies ask one person to do both, especially on small teams or hybrid projects. It can work, but there is a conflict: a Project Manager directs work, while a Scrum Master supports self-management. If you hold both roles, be clear about which hat you are wearing and protect the team's ability to plan its own Sprint.
Is PMP useful for a Scrum Master?
PMP can help a Scrum Master who works in hybrid projects or wants to move into programme or delivery management. It is not required for Scrum Master roles, where CSM, PSM I and SAFe Scrum Master are more common. PMP needs project management experience and training hours, so check current rules on pmi.org.
Which is better, CSM or PMP?
They serve different goals. CSM prepares you for the Scrum Master role and needs a 16-hour course with a Certified Scrum Trainer. PMP is for project management and needs prior experience. Choose CSM if you want to become a Scrum Master soon. Choose PMP if you are building a project management career.
What is PMI-ACP?
PMI-ACP is the Project Management Institute's agile certification. It suits Project Managers and practitioners who work in agile teams and want a certification from PMI. Fees and eligibility rules change over time, so check the current details on pmi.org before you plan for it.
What does a Project Manager do in an agile project?
In an agile or hybrid project, a Project Manager often handles budgets, contracts, vendor coordination, governance and cross-team milestones. The Scrum teams plan and deliver work in Sprints, with the Scrum Master supporting them. The Project Manager works with the Product Owner on release plans and keeps leadership informed.
What skills overlap between a Scrum Master and a Project Manager?
Both roles need strong communication, stakeholder management, facilitation, conflict handling and risk awareness. Both remove obstacles and chase dependencies with other teams. Both commonly use tools like Jira, Confluence and Microsoft Teams. The difference lies in how they use these skills: to serve a team, or to drive a plan.
Which skills does a Scrum Master need that a Project Manager may not?
A Scrum Master needs deep Scrum knowledge, coaching skills and comfort leading without authority. They must facilitate Scrum events well, help a team self-manage and coach the wider organisation on agile ways of working. Many Project Managers know agile at a working level but have not practised coaching a self-managing team.
Which skills does a Project Manager need that a Scrum Master may not?
A Project Manager needs planning and scheduling, budgeting and cost control, contract and vendor management, formal risk management and governance reporting. Scrum Masters are rarely responsible for budgets or contracts, so these are the main skills to build if you want to move into project management.
Does a Scrum Master manage the team?
No. A Scrum Master does not manage people or assign tasks. The Scrum Guide describes Scrum teams as self-managing, meaning they decide who does what, when and how. The Scrum Master coaches the team, facilitates events, removes impediments and helps the organisation understand Scrum.
Who prepares status reports in a Scrum team?
Scrum relies on transparency rather than status reports. The Sprint Backlog, the Increment and the Sprint Review show real progress to stakeholders. In practice, many Indian companies still ask for reports, which Project Managers usually prepare, sometimes with Jira data that the Scrum Master helps make visible.
What is a hybrid project?
A hybrid project mixes traditional project management with agile delivery. For example, a client contract may have fixed milestones and budgets, while delivery teams work in Sprints using Scrum. The Project Manager handles the contract and governance, and Scrum Masters help each team run Scrum well inside that frame.
Which role is better for freshers?
Neither role is a typical first job. Freshers usually start as project coordinators, analysts, testers or developers. From there, people who enjoy coaching and facilitation move towards Scrum Master roles, and those who enjoy planning and owning outcomes move towards Project Manager roles. Learning Scrum early helps with both paths.
Do Scrum Masters work outside IT?
Yes, but most Scrum Master roles in India are in software, product and technology teams, including global capability centres. Scrum is also used in marketing and operations teams. Project Managers, by contrast, work across almost every industry, including construction, pharma, manufacturing and government.
What does a Scrum Master deliver compared with a Project Manager?
A Scrum Master delivers a working Scrum process, a team that improves Sprint by Sprint, and impediments removed. A Project Manager delivers a project plan, schedule, budget, risk log, status reports and ultimately the project's agreed outcome. Their success is measured differently: team health and flow versus scope, time and cost.
Is the Scrum Master role being replaced by Project Managers?
Some companies combine the roles or give Scrum Master duties to Project Managers, especially in hybrid setups. However, organisations that take Scrum seriously keep a dedicated Scrum Master because coaching a self-managing team is a distinct skill. The best protection for your career is to build both agile and delivery skills.
Which role should I choose, Scrum Master or Project Manager?
Choose Scrum Master if you enjoy coaching, facilitation and helping a team improve itself. Choose Project Manager if you enjoy planning, owning deadlines and budgets, and coordinating many parties. Many professionals move between the two over a career, and the combination is valuable in hybrid organisations.
Can a Project Manager join Brolly Academy's Scrum Master course?
